The building’s design incorporates feedback from community stakeholders, including the Charles Village Civic Association, CVCA Design Review Committee, CVCA Land Use Committee, the City’s Urban Design and Architecture Advisory Panel (UDAAP), City planning staff, and elected officials. The building’s red brick facade with cast stone accents echoes the material palette of nearby landmarks like The Study Hotel and The Charles.

Streetscape improvements, including more generous sidewalks, will be consistent with the rest of the Charles Village business and residential district. Sidewalks will have an 8-foot wide pedestrian zone and 5-foot wide flex zone (tree pits, signage) consistent with the residential block on the west side of St. Paul Street.

Along the North Charles Street corridor of the Homewood campus, the site is well-suited for student housing that supports campus life. It is located directly across from the Bloomberg Student Center — the university’s primary non-academic student gathering space — further integrating student life along the North Charles Street corridor.

The building’s U-shaped floor plan ensures each unit enjoys ample natural light while also enabling centralized residential floor lounges to study, relax, and socialize. The building will be supported by a live-on resident assistant team and management staff.

The new student housing community will include semi-suite style housing with programs to support academic success and enhance social connections.

The Abel Wolman House will be retained and celebrated through an enlivened landscape plaza, lighting, and adjacency to the activated social and study spaces of the new student housing building. This will be completed along a similar timeline as the student housing community, which is currently targeting a construction start in the summer of 2027. The Abel Wolman area will be enclosed and protected during the demolition and construction of the project.

Ongoing community engagement and student input are extremely important as the project advances toward construction. Early coordination has already taken place with the Charles Village Civic Association (CVCA), surrounding neighbors, and the City. In addition, the project has been reviewed by the CVCA Design Review Committee, the CVCA Land Use Committee, and the Urban Design and Architecture Advisory Panel (UDAAP), a Baltimore City advisory panel composed of architects, urban designers, landscape architects, and planning professionals that provides guidance to the City Planning Department and Planning Commission.

As part of this process, the project team will continue working collaboratively with community stakeholders and City reviewers to ensure the development reflects a thoughtful urban design, high-quality architecture, pedestrian-friendly streetscapes, appropriate landscaping, and sensitivity to the surrounding neighborhood context.

During the fall semester, Maslow’s will conduct information sessions and focus groups with students and organizations in order to incorporate feedback. The design team will also seek student input for ideas to reflect Johns Hopkins culture and traditions in the design.

The development will be designed to achieve Gold certification on LEED Version 4 for Building Design and Construction. The all-electric student housing community will be designed to have reduced water consumption, energy efficiency, light pollution reduction, and indoor air quality strategies. As part of the certification, Maslow’s will develop a case study to inform the design of other buildings, and create an educational outreach program focusing on sustainable living while using the project as an example.

This project is made up of four parcels, two that are within the North Charles Village Planned Unit Development (PUD), and two that are not. Maslow’s will be submitting a PUD amendment in September to incorporate the two parcels in the PUD. This change will allow for meaningful engagement with the Charles Village Civic Association. To that end, Maslow’s has been coordinating with the CVCA, the CVCA Land Use Committee, and the CVCA Design Review Committee regarding the project.

The project has been reviewed by the CVCA Design Review Committee and the City’s Urban Design and Architectural Advisory Committee (UDAAP). Ongoing design review will be completed by Baltimore City Planning Department staff.

Yes. The Planning Commission and the Land Use and Transportation Committee of the City Council will hold hearings on the project in Fall 2026. Dates have not yet been scheduled, but check back here for more information as it becomes available.
