Xavier Garcia
Vice President of Development and Project Management
Xavier Garcia serves as the Vice President of Development and Project Management for Maslow’s Campus Communities. Xavier brings more than 25 years of experience in student housing and multifamily development, overseeing projects from concept through completion. At Maslow’s Campus Communities, he leads all aspects of development and construction—including design, entitlements, budgeting, scheduling, and construction—ensuring efficient, high-quality project delivery.
Before joining Maslow’s, Xavier served as Land Development Project Manager for D.R. Horton, where he directed the full lifecycle of residential land development, coordinating consultants, contractors, and municipalities to deliver communities on time and within budget.
Earlier, as Development Manager at Alliance Residential Company, he oversaw design, entitlement, and permitting for large-scale multifamily communities across Texas, including Broadstone La Frontera, Prose The Rim, and Broadstone Think East.
Xavier spent over 14 years at American Campus Communities, where he advanced to Vice President of Development Management. He led the design and construction of more than a dozen on- and off-campus housing projects nationwide—totaling over half a billion dollars in value and several LEED®-certified developments.
He began his career with JPI, where he supported construction and estimating for large multifamily projects throughout Texas and California.
Xavier earned a Bachelor of Science in Construction Science from Texas A&M University and is a LEED® Accredited Professional (BD+C).
Xavier currently resides in New Mexico. In his free time, he enjoys spending time with his daughter, golfing and photography.
